Fire Alarm Response Prioritisation Guide

Introduction

This guide gives a plain-English approach to prioritising fire alarm faults, callouts and remedial works.

It is intended for:

  • Service desk teams
  • Works coordinators
  • Account managers
  • Estimators
  • Facilities teams
  • Building managers
  • Non-engineers handling fire alarm reports

The aim is to help decide whether something needs an emergency callout, urgent attendance, a planned visit, or a quoted remedial.

Fire alarm systems should be designed, installed, commissioned, maintained and modified by competent people in accordance with the relevant standards, including BS 5839-1:2025 for non-domestic premises.

The key BS 5839-1:2025 references for response prioritisation are:

Reference Relevance
Introduction The principal purpose of a fire detection and fire alarm system is to support the fire evacuation strategy for the building.
Clause 11 Covers monitoring, integrity and reliability of circuits external to control equipment. The commentary explains that critical signal paths are monitored so faults are identified quickly and repaired quickly.
Clause 14 Covers communication with the fire and rescue service. The commentary states that in occupied buildings, the primary means of summoning the fire and rescue service is normally a 999 or 112 call by occupants, even where automatic transmission to an ARC is provided.
Clause 29 Covers responsibility for limiting false alarms and unwanted fire alarm signals.
Clause 31 Covers investigation of false alarms and sets thresholds where preliminary investigation is recommended.
Clause 42 Covers routine testing, including weekly testing.
Clause 43 Covers inspection and servicing.
Clause 43.2.1 Recommends inspection and servicing visits at intervals of approximately 6 months.
Clause 43.2.2 Requires the logbook to be examined and outstanding faults reported to premises management for appropriate action.
Clause 43.2.4 Requires false alarm records to be checked and false alarm rates recorded, with further investigation where necessary.
Clause 44.2.1 Where maintenance is carried out by a third party, there should be an agreement for emergency call-out. On a 24-hour basis, a technician should normally be able to attend within 8 hours of a call from the user.
Clause 44.2.2 The name and telephone number of the third party responsible for maintenance should be displayed at the main CIE.
Clause 44.2.3 All faults or damage should be recorded in the logbook, and arrangements should be made for repair as soon as possible.
Clause 44.2.4 Where a defect cannot be rectified during attendance, fault indications should not be concealed.
Clause 44.3 Covers action to address an unacceptable rate of false alarms.
Clause 47.1 Requires premises management arrangements, including checking the CIE for faults where practicable, keeping the logbook up to date, instructing relevant occupants, limiting false alarms and maintaining detector clearances.
Clause 48 Covers the fire alarm logbook.

The important distinction

BS 5839-1:2025 does not say that every fire alarm fault is automatically an emergency.

It does, however, expect that:

  • Faults are identified.
  • Faults and damage are recorded.
  • Repair is arranged as soon as possible.
  • Emergency call-out arrangements exist where third-party maintenance is used.
  • A technician can normally attend within 8 hours of the user’s call under those emergency arrangements.
  • Fault indications are not hidden if the defect cannot be rectified.
  • The user/premises management understands and manages the system properly.

In practice, the urgency depends on what the fault affects.

A single detector fault in a low-risk office is not the same as a dead fire alarm panel in an occupied hotel.


Priority levels

Priority 0 - Actual fire or suspected fire

Response

Immediate emergency action first.

If there is a real fire, signs of fire, smoke, burning smell, sprinkler operation, or credible suspicion of fire, the site should follow its fire procedure and call the fire and rescue service using 999 or 112.

Do not treat an actual or suspected fire as a normal maintenance call.

Once the immediate emergency has been dealt with, and once safe access is permitted, a competent fire alarm engineer should attend to inspect and test the fire detection and fire alarm system.

This is needed to:

  • Confirm whether the fire alarm system has been damaged by fire, smoke, heat, water or firefighting activity.
  • Confirm whether detection, manual call points, sounders, interfaces and signalling remain operational.
  • Check whether any devices, cables or equipment in the affected area need replacement.
  • Confirm whether the remainder of the premises still has suitable fire alarm coverage.
  • Reset, reinstate or advise on any parts of the system affected by the incident.
  • Identify temporary measures needed if any part of the system cannot be reinstated immediately.
  • Record findings, defects, disablements and actions in the logbook and service documentation.

Important distinction

The fire and rescue service deal with the emergency incident.

The fire alarm engineer deals with the condition, reinstatement and continued reliability of the fire alarm system after the incident, once it is safe to do so.

Examples

  • Fire alarm is sounding and there are signs of fire.
  • Smoke is visible.
  • Burning smell is present.
  • Staff or occupants believe there may be a fire.
  • Sprinkler system has operated.
  • Fire alarm has activated and no competent person on site can confirm it is false.
  • Fire has occurred in one part of the premises and the rest of the building may remain occupied or need to be reoccupied.
  • Firefighting activity may have affected detectors, call points, cables, interfaces, sounders or the fire alarm panel.

Suggested priority

Priority 0 for emergency action.

Then:

Priority 1 engineer attendance following the fire, once safe access is available, to inspect/test the system and advise whether it can continue to be relied upon.


Priority 1 - Emergency fire alarm attendance

Suggested response

Emergency callout. Aim for immediate attendance where possible. Under BS 5839-1:2025 Clause 44.2.1, third-party maintenance arrangements should normally allow a technician to attend within 8 hours of a call from the user on a 24-hour basis.

This is the highest maintenance response priority.

Use this priority where the fault may seriously affect life safety, evacuation, warning, detection, fire strategy, or critical fire safety interfaces.

Fire alarm outputs to smoke control failed The building fire strategy may be affected.
Fire alarm outputs to lifts failed Lift recall or lift control may be affected.

Practical service-desk wording

Use phrases such as:

“This appears to affect the building’s fire alarm protection and should be treated as an emergency fire alarm callout.”

Or:

“This fault may affect life safety or evacuation arrangements. Engineer attendance should be arranged urgently under the emergency callout procedure.”


Priority 2 - Urgent attendance

Suggested response

Same day or next available engineer, depending on site risk, occupancy and contract SLA.

This is for faults that may not make the entire system inoperative but still affect meaningful protection, monitoring, reliability or compliance.

Typical examples

Issue Why it matters
Single loop fault but most devices still communicating The system may still operate, but part of the critical signal path is impaired.
Single sounder circuit fault Warning may be reduced in part of the building.
Single detection zone fault on a conventional system Detection or manual alarm initiation may be lost in that zone.
Several devices missing or in fault Could indicate wiring, water ingress, damage or wider system deterioration.
ARC fault where the building is unoccupied outside hours Property protection or remote response may be affected.
Battery fault with mains healthy System may operate normally now, but standby protection is reduced.
Mains fault with batteries currently supporting the system System may operate only until batteries discharge.
Earth fault System may still operate, but reliability is reduced and further faults may cause greater loss.
Intermittent fault Could worsen or hide a more serious issue.
Detector disabled in an important area Detection has been deliberately removed from part of the building.
Output disabled to doors, lifts, plant or smoke control Fire strategy may be affected depending on the output.
Repeated unwanted fire alarms Needs investigation to reduce false alarm risk and prevent complacency.
Pre-alarm or contamination warning affecting multiple detectors Could indicate environmental issues or developing detector problems.

Practical service-desk wording

“The system is not reported as fully inoperative, but the fault affects fire alarm protection or reliability. Treat as urgent and arrange attendance as soon as reasonably practicable.”


Priority 3 - Planned repair or routine attendance

Suggested response

Planned attendance within a reasonable timeframe, depending on risk and contract SLA.

This is for issues where the system remains broadly operational and the affected item does not create an immediate significant life safety concern.

However, these are still fire alarm defects. They should not be ignored.

Practical service-desk wording

“The system appears to remain operational, but a defect has been reported. Arrange a planned repair visit and ensure the issue is recorded.”


Priority 4 - Quotation, improvement or non-urgent remedial

Suggested response

Quote, survey or planned remedial works.

This is for works that are important but are not normally an emergency callout unless the issue also creates an immediate system impairment.

“This appears to be a quoted remedial or design/change item rather than an emergency fault. Arrange survey or quotation, unless the site confirms an active impairment to the fire alarm system.”


Special cases

A panel showing fire should be treated as a fire alarm condition unless a competent person on site confirms otherwise in accordance with the site procedure.

Do not assume it is false because “it happens all the time”.

Suggested priority

Priority 0 if there is suspected fire. Priority 1 if confirmed unwanted/false but the system requires urgent reset/investigation.

A fault means the system has detected a problem.

It does not always mean the whole system has failed, but it should be investigated and recorded.

Suggested priority

Depends what the fault affects:

A disablement means part of the system has been deliberately isolated.

Disablements can be legitimate during maintenance or works, but they should be controlled, recorded and reviewed.

Repeated false alarms

Repeated false alarms should not be dismissed as “just false alarms”.

They can cause:

  • Occupants to ignore alarms
  • Business disruption
  • Unnecessary fire service attendance
  • Alarm fatigue
  • Pressure to disable parts of the system
  • Reduced confidence in the fire alarm system

BS 5839-1:2025 false alarm investigation thresholds

BS 5839-1:2025 Clause 31.2 recommends at least a preliminary investigation where any of the following apply:

More than 4 false alarms per 100 detectors per annum The overall false alarm rate is too high.
More than 1 false alarm from the same MCP, detector or detector location since the last service visit The same point keeps causing problems.
More than 10 false alarms since the previous service visit Too many false alarms have occurred in the service period.
A persistent cause is identified There is an ongoing issue that needs addressing.
More than 2 unwanted fire alarm signals in the previous 12 months False alarms have been passed externally too often.

BS 5839-1:2025 commentary also states that, in systems with more than 40 automatic fire detectors, a rate exceeding 5 false alarms per 100 detectors per annum is never to be regarded as acceptable, particularly where the false alarms result in evacuation or summoning of the fire and rescue service.

For premises with fewer than 41 automatic fire detectors, more than 2 false alarms per annum is regarded as unacceptable.

Factors that increase urgency

The same fault may need a faster response depending on the building.

Urgency increases where the building has:

  • Sleeping occupants
  • Vulnerable occupants
  • Care, healthcare or supported living use
  • High occupancy
  • Public access
  • Complex evacuation strategy
  • Phased evacuation
  • Stay-put or partial evacuation strategy
  • High-rise layout
  • Large or complex floor plates
  • Unoccupied periods
  • ARC monitoring dependency
  • Fire alarm interfaces to smoke control, lifts, suppression, access control or plant
  • Known history of false alarms
  • Known water ingress or building works
  • Poor management controls
  • No suitable temporary measures

Factors that may reduce urgency

A fault may be suitable for planned attendance where:

  • Only one device is affected.
  • The area is low risk.
  • The building remains adequately protected.
  • Temporary measures are in place.
  • The building is occupied and managed.
  • The issue does not affect sounders, manual call points, ARC signalling or critical interfaces.
  • The responsible person has assessed the risk.
  • The fault is already known, recorded and being managed.

This does not mean the issue can be ignored. It means it may not need an emergency callout.


Temporary measures

Where a fire alarm fault or disablement reduces protection, the responsible person or premises management may need to consider temporary measures.

Examples may include:

  • Fire watch
  • Additional staff patrols
  • Restricting use of affected areas
  • Informing occupants
  • Manual evacuation arrangements
  • Temporary detection
  • Isolating hazardous processes
  • Stopping hot works
  • Updating permits
  • Informing insurers or enforcing authorities where appropriate
  • Ensuring the fire and rescue service can still be summoned

The suitability of temporary measures depends on the building and risk.


Information to collect before raising a callout

The service desk or coordinator should try to collect:

  • Site name and address
  • Caller name and contact number
  • Fire alarm panel location
  • Exact panel message
  • Whether the panel shows fire, fault, disablement, pre-alarm or normal
  • Whether alarms are sounding
  • Whether the building is occupied
  • Whether anyone suspects fire
  • Whether the fire and rescue service has been called
  • Whether the system is monitored by an ARC
  • Whether ARC signals have been isolated
  • Whether sounders are affected
  • Whether manual call points are affected
  • Whether detectors are affected
  • Whether lifts, smoke control, doors, plant or sprinklers are affected
  • Whether there has been water ingress, building work or power loss
  • Whether temporary measures are in place
  • Photos of the panel display, where safe and appropriate

Example service desk decisions

Example 1 - “Panel dead”

A client reports that the fire alarm panel is blank and there are no lights.

Suggested priority:

Priority 1 - immediate emergency attendance

Reason:

The system may be unable to detect, display or process alarms.


Example 2 - “Single detector fault in office”

A client reports one detector fault in a small office. The panel is otherwise normal and the building is occupied.

Suggested priority:

Priority 3, or Priority 2 if the area is high risk

Reason:

The system may remain broadly operational, but the fault still needs to be recorded and repaired.


Example 3 - “Sounder circuit fault”

A client reports a sounder circuit fault.

Suggested priority:

Priority 1 or Priority 2 depending on the area affected

Reason:

If people cannot hear the alarm in part of the building, evacuation warning may be compromised.


Example 4 - “ARC fault”

A client reports ARC signalling fault on a warehouse that is unoccupied overnight.

Suggested priority:

Priority 1 or Priority 2

Reason:

If the building relies on remote alarm transmission outside working hours, property protection and fire service notification arrangements may be affected.


Example 5 - “Repeated false alarms from same detector”

A client reports repeated false alarms from the same detector.

Suggested priority:

Priority 2

Reason:

Repeated false alarms can cause disruption, complacency and unnecessary fire service attendance. BS 5839-1:2025 expects false alarms to be recorded and investigated where thresholds are met.


Example 6 - “Zone plan missing”

A service visit notes that the zone plan is missing.

Suggested priority:

Priority 3 or Priority 4 depending on the building

Reason:

A missing or inaccurate zone plan can delay alarm investigation and firefighter response. It may not require an emergency engineer at 2am, but it should be corrected.


Suggested wording for job notes

Emergency

Fire alarm system fault reported which may affect life safety, evacuation warning or critical fire safety operation. Treat as emergency callout. BS 5839-1:2025 Clause 44.2.1 recommends emergency call-out arrangements allowing technician attendance normally within 8 hours of a call from the user.

Urgent

Fire alarm fault reported affecting part of the system. System not confirmed fully inoperative, but protection/reliability may be reduced. Arrange urgent attendance to investigate and ensure fault is recorded in the logbook in line with BS 5839-1:2025 Clause 44.2.3.

Planned

Fire alarm defect reported. System appears broadly operational, but defect should be recorded and repair arranged as soon as possible in line with BS 5839-1:2025 Clause 44.2.3.

Quote

Fire alarm recommendation/change request appears to be remedial, improvement or modification work rather than an emergency fault. Arrange quotation/survey/design review as appropriate.


Summary

BS 5839-1:2025 does not provide a full fault-by-fault response priority table.

However, it does clearly support the following principles:

  • Emergency call-out arrangements should exist where third-party maintenance is used.
  • A technician should normally be able to attend within 8 hours of a call from the user under those arrangements.
  • Faults and damage should be recorded in the logbook.
  • Repairs should be arranged as soon as possible.
  • Fault indications should not be concealed if the fault cannot be rectified.
  • False alarms should be recorded, reviewed and investigated where necessary.
  • Premises management remains responsible for testing, maintenance arrangements, records, occupant instruction and day-to-day management of the system.

The practical priority should always be based on:

  • What part of the system is affected
  • Whether people can still be warned
  • Whether detection is still effective
  • Whether manual call points still operate
  • Whether ARC signalling is required
  • Whether critical interfaces are affected
  • The building use and occupancy
  • The fire strategy
  • Whether temporary measures are in place
